Can vista OS open a linux ubuntu word document? i wanted to buy a dell inspiron mini 9 netbook with linux ubuntu 8.04... using this for college and notes... can i write and essay or take notes and then transfer them to my windows vista laptop?

Welcome to the Forum.
There is no such thing as an Ubuntu word document.
But if you use LibreOffice or OpenOffice for writing documents you can save them as *.doc files, which will be readable by MsOffice.
Or - even better - you can install LibreOffice or OpenOffice in your windows-box and read and write your documents in the open *.odt fformat from whatever of your pcs you are using.
